These Provisions are formulated incorporating the actual administration experiences of international student visas at NAU and in accordance with the Foreigner’s Exit and Entry Administrative Law of the People’s Republic of China announced in State Council Decree No. 57 on September 1, 2013, and the Decree of the State Council of the People’s Republic of China , announced by joint decree on July 3, 2013 by the Ministry of Public Security and the Ministry of Foreign Affairs.The Provisions apply to international students on long-term study programs (180 days or longer),including those on degree programs, advanced training, general training, or language training and intercollegiate exchange students programs.
When applying for a residence permit valid for more than 1 year, a international student shall, in
accordance with relevant provisions, submit his or her health certificate. A health certificate is valid for six months beginning from the date of issue.
1.Application for Residence Permits
International students studying at NAU for 180 days or longer should apply for a Foreigners’ Residence Permit at the Nanjing Municipal Public Security Bureau. COIE will assist students in applying for the relevant permit. It is unnecessary to apply for an entry or exit visa while holding a valid residence permit.
International students holding a study visa (X Visa) must apply for a Foreigners’ Residence Permit
within 30 days after entering the country. Those studying at NAU for more than 180days should apply for a Foreigners’ Residence Permit. The required forms and procedures to apply for residence permits are as follows:
1. Newly arrived international students should present their Foreigner Physical Examination Form
(issued and printed by the Chinese quarantine authority) to the Nanjing Bureau of Health Inspection and Quarantine to be validated. The Nanjing Bureau of Health Inspection and Quarantine will give eligible students a certificate of good health. A new health examination of the student will be required if the information on his or her physical examination form fails to meet the standard.
2. With a student ID, valid passport and a health certificate, the student should go to COIE to get a
Verification Certificate for Visa and Residence Permit Application.
3. International students should then go to the Department of Entry-Exit Administration of the Nanjing Public Security Bureau to apply for a residence permit with the following materials: (1) Health certificate issued by the Nanjing Bureau of Health Inspection and Quarantine; (2) Verification Certificate for Visa and Residence Permit Application; (3) Form JW201 or JW202; (4) NAU admission letter; (5) valid passport with study visa (X Visa); (6) two standard-sized passport photos.
4. To complete the process, the student needs to fill out a Visa and Residence Permit Application Form at the Department of Entry-Exit Administration of the Nanjing Public Security Bureau. Students are also expected to pay the required fees.
To apply for a temporary residence permit, the procedure is the same as applying for a residence permit, except for the Foreigner Physical Examination Form, which is not required.
II. Valid Term of Residence Permits
The validity of the Residence Permit will be in consistent with the student’s duration of stay at NAU.
The validity of a Residence Permit should not exceed the validity of a student’s passport.
III. Loss and re-issue of a Residence Permit
Upon reporting a loss, a residence permit may be re-issued according to the following procedures:
1. With a student ID and a valid passport, the student should go to COIE to get a Verification Certificate for Visa and Residence Permit Application;
2. With two standard-sized passport photos, a Verification Certificate for Visa and Residence Permit Application and valid passport, the student can go to the Department of Entry-Exit Administration of the Nanjing Public Security Bureau to report the loss and fill out another Visa and Residence Permit Application Form. Failure to get a new residence permit after loss of the original one while remaining in China will result in an illegal resident who is subject to a fine or detention in accordance with the regulations of The Foreigners’ Exit and Entry Administrative Law of The Peoples’ Republic of China.
IV. Changes to a Residence Permit
Any changes to information contained in the residence permit should be reported and recorded
according to the following procedure:
1. With a valid passport and valid passport or current residence permit, the student should go to COIE to get a Verification Certificate for Visa and Residence Permit Application;
2. With a Verification Certificate for Visa and Residence Permit Application and valid passport or current residence permit, the student should go to the Department of Entry-Exit Administration of the Nanjing Public Security Bureau to report the changes and fill out another Visa and Residence Permit Application Form.Failure to report changes to the information contained in the residence permit may incur a penalty in accordance with the Foreigners’ Exit and Entry Administrative Law of The Peoples’ Republic of China.
V. Extension of Residence Permits
International students planning to continue their studies after the expiration of their residence permit should file an application at least one month in advance. The required forms and procedures are as follows:
1. With a student ID and valid passport (including residence permit), the student should go to COIE to get a Verification Certificate for Visa and Residence Permit Application. Students must pay all outstanding tuition balances before being eligible to apply for residence permit extension.
2. With the Verification Certificate for Visa and Residence Permit Application and valid passport
(including residence permit), the student should go to the Department of Entry-Exit Administration of the Nanjing Public Security Bureau to request an extension and fill out another Visa and Residence Permit Application Form.
Failure to extend a residence permit in due time while remaining in China after the expiration of a
residence permit will result in an illegal residence and is subject to a fine or detention in accordance with the Foreigners’ Exit and Entry Administrative Law of The Peoples’ Republic of China.
